The logic is simple. Our local community has a fund providing cheap loans for adapting its dwellings into generators. Reduced health bills and infrastructure costs, improved education performance and increased local discretionary income* result in higher levels of local investment and so the fund is sustained. It makes sense to me but Junk Joules is scathing.

*Discretionary income is income left over after basic needs such as shelter, food, light, heating etc have been purchased. In general, the initial expenditure of the discretionary income is in local activities. Some estimates suggests a dollar spent this way will “generate” six dollars of local activity.
